Abstract
Bina Keluarga Lansia (BKL) is a forum for activities consisting of families who have elderly or the elderly themselves. BKKBN issued BKKBN Regulation Number 13 of 2019 regarding the Management of Bina Keluarga Lansia. The Kramat BKL group in Nganjuk District is one of BKL groups in Nganjuk District. Therefore, the researcher wants to know how to implement the Bina Keluarga Lansia Program in Kramat Village, Nganjuk District. The focus of this research is the implementation of policies based on the theory of Van Meter and Van Horn which includes (1) basic measures and policy objectives, (2) policy sources, (3) communication between implementing organizations, (4) characteristics of implementing agents, (5) social environment , economics and politics, and (5) Implementing tendencies. The purpose of this study is to describe and analyze the implementation of policies and factors that hinder and support the Bina Keluarga Lansia program in Kramat Village, Nganjuk District. The research approach used in this research is descriptive qualitative. Data obtained through observation, interviews, and documentation. Interviews were conducted on 6 informants selected by purposive sampling technique. The data analysis technique was carried out by using an interactive model of qualitative data analysis. The validity of the data was tested using source and technique triangulation. The results showed that the Implementation of the Bina Keluarga Lansia Program in Kramat Village, Nganjuk District, Nganjuk Regency in 2021 had gone well both in terms of: Basic Measures and Policy Objectives, Facilities and Infrastructure Policy Sources were adequate, Inter-Organizational Communication and Implementing Activities went well , Implementing agents know and carry out their duties well, Economic, Social, and Political Environment supports , The tendency of implementors to support BKL. However, in terms of human resources and financial resources, it is not sufficient. So that there is a need for budgeting from related agencies for BKL operations and equal distribution of training for Kader BKL. Keywords: Policy Implementation, Bina Keluarga Lansia.
